In 2004, after 33 years of being an upper level college adjacent to Texarkana Community College, Texas A&M University – Texarkana embarked on a mission to become a four year regional university. To accomplish this goal, the City of Texarkana donated over 300 acres of wooded and undeveloped land next to Lake Bringle, north of the city. Texas A&M University – Texarkana planed to grow from enrollment of 2,000 students to 10,000 students over the next 20 years.

Shah Smith & Associates, Inc. was on the team selected to prepare the master plan and provided the mechanical and electrical engineering to assure adequate thermal and electrical utilities to the facilities as they were constructed. SSA estimated chilled water, heating hot water, and electricity demands, which is used to size distribution systems and mechanical and electrical equipment. SSA developed phasing plans to show when expansions of the utility systems will occur. SSA also prepared cost estimates for budgeting purposes.
